Thanks to people huffing refrigerant, the International Mechanical Code (section 1101.10) and the International Residential Code (section M1411.6) are now requiring the use of locking caps on HVAC systems located outdoors—including on roof-top units. Unfortunately this is the world in which we live. As a result, HVAC techs are responsible for abiding by the laws as expressed in national, state, and local codes and not following those codes can open the tech and his or her company up to lawsuits.
