Cyclone II FPGAs are cheap but they are also old. The current Quartus II development platform doesn't support them so you have to use an old version, namely 13.0sp1. While this is still available for download from Intel, it shows its age when compared to the newest version. Other than this caveat the board itself is fine. If you use the onboard button you need to correctly assign the input pin to be a weak pull up.
