One hook pivots. The other hook is fixed. The fixed hook is pointed the wrong way to be functional. Don’t buy this device. Shop for one with the hook facing the other way.

One hook was bent the wrong way so it wasn't working at all. After I corrected the hook in my vise it works OK. Unfortunately that caused the paint to peel.

Bought the thin formed steel binders and found them really tough to release. The larger cast handle on these solves that problem. Just like the big guys the truckers use but sized for cinching bike racks to hitch points and lots of other binding and sway prevention needs.
