I like this set of two paper quilling boards. It has half spheres measuring from 2.5 mm to 40 mm. The cones are not in millimeters but the sizes are numbered instead. I’m not sure why they showed the measurements differently but it should still work. They look to be nice quality. Please see my photos.

Because these are sized, you can buy pendants in 25mm and 29 mm and create whatever you wish within the circle and it fits the round pendant perfectly without guesswork.Works for other uses as well but this is invaluable for me for making detailed items to fit inside a 25mm pendant and I am loving using it for that.Use for quilling as well or polymer clay.
