This should be used only when you are using an aftermarket steering column that has an external horn button or used when a remote horn button separate of the center of the wheel is installed.

the steering wheel really should just come with this adapter piece... It is great though easy to install and works well. if you have a grant steering wheel and dont have a functioning horn, such as for a boat or car with a horn button mounted elsewhere, you will want this piece to hold the horn button in place to cover the stering wheel mounting hardware.
