Some sort of plastic coating, definitely not Teflon. Coating strips easily.

I'll take part of the heat on this for not checking closer but I didn't realize you could buy a cable without a housing. Not sure why you'd want to. Looks like a nice cable though useless to me. I'd return it but it isn't worth the cost of shipping to do so.
