I've used these for large jigs and swim baits, but now use them to protect my dodgers on my Kokanee rods. Velcro is strong, and the plastic does a good job at protecting the paint on the dodgers.

Works well to keep treble hooks out of your skin, carpet and other lines. The Velcro isn’t perfect as it sometimes doesn’t stay together allowing the hooks to either escape the holder or lodge in the seam of the Velcro. But I would recommend them if that’s the budget you’re wanting to stay within.
