The bait covers large and small herring. They do rotate like cut bait. I was worried that the toothpicks wouldn't hold the bait in place but they did just fine. The only issue I had was that without adding a stopper of some kind, the hooks move around more than I would like. I've found better versions for a better price. Update: After adding a crimp bead to the line these stay put much better. Even with the bead they spin as expected.

These are killer good. Period. I am ecstatic that they are on Amazon - they can be hard to find during the height of the salmon runs. And if you do find them they are often the wrong size or color. (The ones that are working have all sold out...) Problem solved - Thanks Angler Innovations!!I guided for years in Tillamook Bay and these were a God-send. I have personally fished one cut-bait herring for over 4 hours and it was still perfect - good enough for me to put a 24# Chromer Chinook in the net. A couple of my fishing buddies from down the coast came up with Herring Helmets, 6 herring and went home with 4 Chinook and two herring...! Needless to say they had bragging rights for quite awhile. Not only does it impart a perfect spin, the helmet also protects the bait When others were replacing baits I was still fishing, and catching more fish because of it. And my bait bill went way down when I started using these and yours will too...Oh, BTW, they also make a Herring Bait Cutter for a perfect fit.
