To start with, the shoulder on the end that has the 90 degree bend, the part that goes in the steering ram, was machined just a hair too big for the hole in the ram. I filed it a bit, and then it fit. Then, I realized that the slight bend in the shaft was meant for a boat/outboard that has the steering cable mounted on the starboard side of the boat, hence the steering ram coming out of the port side of the outboard tube. On my boat, which has stick steering, the cable is mounted on the port side of the boat, so the shaft bend was in the wrong direction, which caused an interference point on the bolts holding the outboard motor tiller bracket. So, I just bent the shaft straight by placing it on a concrete pad with some cardboard between, and then taking a heavy hammer to it. The stainless steel is not tempered and fairly soft, so it wasn’t hard to do, and didn’t cause any cracks or anything. I took care not to damage the shaft threads. It would have been better to bend the shaft the other way, but straightening the shaft was good enough for my application, so I let it go that way. Then, the tab end of the shaft that bolts to the tiller was at the wrong angle, so I just had to bend that flattened end of the shaft tube slightly, which I did in a vice. After all that, things worked fine.
