The first three collars I looked at did not have set screws, but after emptying the bag, I found that one screw was loose in the bag, and one collar had 2 set screws. They had actually managed to screw in one, and then screw in another right after, so the first was in the middle. They both came out very easily (too easily really... thank-you, LocTite!). So in the end, only one set screw is missing. I only made a little hole in the bag and opened it over a table, so I know I didn't drop one.I tried one, and it fits, so size is as expected, and the set screws screw in properly.

The product works well but one of the set screws was missing. The packaging had a hole in it (see pic-upper left corner) and two set screws were out of the small bag and in the shipping bag. After putting all the pieces back together, there was still one set screw missing. Don't know who to ask for another set screw. Otherwise I would have given 5 stars.

The product arrived on time. It was the correct size. Unfortunately the threaded screw holes were not cleanly drilled and had metal hanging that got in the way of tightning the set screws. Poor quality control.
