How to Use:
Plug and play.
To change the frequency, input the desired frequency and press the buttons in the bottom left corner. For example, to set the frequency to 7.83Hz, press [7][.][8][3] and then press OK. The default output frequency is 7.83Hz. The frequency range can be adjusted from 0.1Hz to 100KHz.

All data are measured manually, and there are certain errors in the measurement results.

I can’t get any sound out of it

I like the idea of the device however it will not go to many of those sounds exactly as you input it. If you input 963 it will generate a sound at 965.25. If you input 9999 it will produce the sound at 1000. If you input 2389 it will Produce the sound for 2396.16.This is a huge failure.
