OTO turns yellow when chlorine is present. But some chlorines only show up as orange/red flecks suspended in water. I'm not a chemist, so I can't tell you why. I use OTO to check water before adding to an aquarium. The other option is to let the water set out 24 hours+ to purge off the chlorine.
