The serrations under the head help grip the surface for mild vibration resistance. The flange help distribute the pressure where the screw meet the surface, eliminating the need for a separate washer.
Hexagon bolt, also called hex bolt are very commonly used in applications with relatively large locking forces because of their sturdy structures. Its head and shape might be larger than ordinary threaded fasteners.

Use these on oil pans and timing gear covers and they work great. No rusting and self locking so fewer leaks form stuff coming loose.

They seem well machined. Used in the restoration of a Curtis weather enclosure for my John Deere AMT 626. Everything is holding pretty solid. I’ll update if I have any issues with rust as this will be used a lot in the winter out in the woods and at deer camp.
