The picture doesn't quite do the product justice. These are made of a shiny stainless steel so it looks shiny and not gray (it's hard to take a picture of shiny items). This fits under the head or nut of a number 6 machine screw to slightly bite into the material it's screwed into and the screw or nut - this gives a good electrical contact between the fastener and the item it's attached to even if the item is anodized or painted (as long as the paint is a no thicker than a reasonable thickness, and not house paint). It also gives a non-slip grip that reduces the possibility of the screw or nut loosening up. I personally prefer the internal tooth type like this over the external tooth type because that leaves just the round outside part showing when installed instead of the teeth - which to me is more visually pleasing. These seem to be well made and I prefer the stainless construction over a plated steel as it is less prone to corrosion.
