It consists of a 1/4"-20 screw mini ball head and an oval base with 2 fitting holes screwed on its bottom, which leaves mounting points for accessories or devices on both ends.
The mini ball head mount is made of aluminum alloy for light weight and durability, and could attach a monitor / surveillance system with 1/4"-20 mounting hole to the table, podium, wall and ceiling. It comes with 2 fitting holes on the base that allows sturdily attaching with cross screws. You can also adjust the angel as you want with 360 degree rotating design.

Used this to make a spring clamp mount for my projector. Solid materials (minimal plastic) and well built. Projector is much heavier than a camera but this device holds position once secured. Well done!

The fact that i have to order this piece and drive myself over to return it in order to determine that I am being duped by some Chinese reseller will haunt me forever.This thing is small enough that there is no room between the ceiling and the projector for your hand to adjust anything.Additionally, the thumb screwing wheel is not fixed to the screw so you have to screw the projector into the screw and not the other way around.

Ordered a set of surveillance cameras and the mounts were plastic and seemed to loosen and allow the cameras to loose orientation. These mounts have a metal structure and are far superior to the original plastic mounts.
