No good, I have cats sleeping next to the moth balls. Doesn't work

I purchased these that suppose to cover 500 sq ft to keep a certain cat from digging in my raised garden beds. I put 5 of these within 15 feet from each other hanging off the garden bed and it still dug holes. Their worthless.
