The dimensions given refer to the inner diameter and the thickness of the insulation. So for example, .98" *3/8" has an inner diameter of about 1", outer diameter of 1 3/4" (1" + 3/8 + 3/8). The length provided was 5'6". It does seem to be good quality. I would have given 5 stars for quality.

I was looking for a way to make my electric water heater and pipe look less ugly in my laundry room. I came across this product and it was perfect for my needs. Looks way better than it did before! The foam didn’t have a pre-cut slit in it but I was able to cut it easily and it molded around the pipe and seems to be staying in place just right.

i use it for my camper the hose on the ground grounds hot but not now works good
