Bruh, it's a cleat. It has holes to bolt it to the floater. What more do you need/can you expect from it. A lot cheaper than a cleat you'd get from Worst err West.

I wanted to learn how to lasso dock line so I installed this on my deck. The surface is smooth and I’ve used two types of line on it with no issues. The quality of these are fine and I would not be hesitant to buy them.

I use them for coat hangers in my nautical-themed space. I already had some but wanted a couple more. Good match to the ones I had and they do the job.
