This is a thermally activated safety device. It cuts power to the refrigerator if the burn chamber overheats.But, sometimes the burn up like a fuse and then power can't get through for normal operation. I traced the power and found I had on one side, but not the other. So I knew this had burned up. Replaced and power returned.
