Follow these steps for Androids:

won't keep swinging no matter what, no indicator light so I can't even tell if it's getting power

Tried multiple ways with google fitness app and shutting down PokemonGoApp but no matter what the device did nothing when tested rocker for any length of time eggs showed zero movement.I guess if you have a different phone type it would work.
